The most efficient refugee strategy in Last Z is simple: recruit the first card for 500 tickets, then immediately use the free refresh to reshuffle the three-card pool.<\/strong> This single habit multiplies how many unique sets you see and dramatically raises your odds of landing high-impact specialists that compound base growth.<\/p>\n\n\n\n

Refugees are specialists assigned to buildings (Villa, Alliance Center, Bookstore, camps, hospital, etc.). They permanently boost construction speed, research speed, alliance help cap, training, healing, and resource output. The right ones\u2014especially Diplomat and Butler\u2014save days or weeks of waiting every week and scale with promotions.<\/p>\n\n\n\n

How Recruitment Actually Works<\/h3>\n\n\n\n

Go to the Bar and open Recruit Refugees. You always see a pool of exactly three refugees. Costs inside the same pool scale:<\/p>\n\n\n\n

  • 1st pull: 500 tickets (randomly selects one of the three)<\/li>\n\n\n\n
  • 2nd pull: 2,000 tickets (randomly selects from the remaining two)<\/li>\n\n\n\n
  • 3rd pull: 5,000 tickets (takes the last one)<\/li>\n<\/ul>\n\n\n\n

    The moment you recruit at least one refugee, the refresh button becomes free<\/strong>. If you refresh without recruiting anything, it costs 250 diamonds. The pool also auto-refreshes every 12 hours.<\/p>\n\n\n\n

    There is a pity counter: every recruitment adds one point. At 10\/10 the next pool is guaranteed to contain at least one Orange refugee. You still have to pull it out of that pool.<\/p>\n\n\n\n

    The Reshuffle Loop (Core Strategy)<\/h3>\n\n\n\n

    1. Look at the three cards.<\/li>\n\n\n\n
    2. If there is no Orange<\/strong> (or no high-priority type you still need), spend 500 tickets on the first pull.<\/li>\n\n\n\n
    3. Immediately hit the now-free refresh.<\/li>\n\n\n\n
    4. Repeat.<\/li>\n<\/ol>\n\n\n\n

      This is the default loop used by players who have tested tens of thousands of tickets. You are not \u201cwasting\u201d the first pull\u2014you are buying a cheap ticket to a brand-new independent set of three.<\/p>\n\n\n\n

      Why Reshuffling After the First Pull Raises Your Odds<\/h3>\n\n\n\n

      A single full pool costs 7,500 tickets if you take all three. The same 7,500 tickets spent only on first-pull + free refresh lets you examine 15 completely different pools<\/strong>.<\/p>\n\n\n\n

      Each new pool is an independent roll of three refugees. More pools = more chances to see:<\/p>\n\n\n\n

        Orange drop rate per individual refugee is roughly 6\u20137 %. Seeing 15 times as many candidates multiplies your opportunities far more than staying inside one expensive pool. Combined with the 10-recruit pity that forces an Orange into the next set, the loop steadily improves both quantity and quality of specialists.<\/p>\n\n\n\n

        Over time this compounds: more Diplomats raise your alliance-help cap so buildings and research finish faster; more Butlers cut construction times and add free speed-ups. Faster buildings and tech let you train more troops, heal quicker, and generate more resources\u2014exactly the flywheel that separates mid-game bases from late-game ones.<\/p>\n\n\n\n

        When to Break the Loop<\/h3>\n\n\n\n

        • 1 Orange appears \u2192 keep pulling until you get it, then free-refresh.<\/li>\n\n\n\n
        • 2 Oranges appear \u2192 take both.<\/li>\n\n\n\n
        • 3 Oranges appear \u2192 take all three (rare jackpot).<\/li>\n\n\n\n
        • A new Orange Diplomat appears \u2192 spend whatever it takes (even diamonds if tickets run out). Diplomats are the single highest-value refugee because extra alliance helps accelerate everything else.<\/li>\n<\/ul>\n\n\n\n

          Purple refugees are worth a second pull if you still need that profession for fragments; greens and most blues are almost never worth the 2,000 or 5,000 ticket cost.<\/p>\n\n\n\n

          Priority Order for Growth<\/h3>\n\n\n\n

          1. Diplomat (Alliance Center) \u2014 extra helps and longer help duration.<\/li>\n\n\n\n
          2. Butler (Villa) \u2014 construction speed + free acceleration time.<\/li>\n\n\n\n
          3. Scientist (Bookstore), Nurse (Hospital), Officer (Military Center).<\/li>\n\n\n\n
          4. Training instructors for your main troop types.<\/li>\n<\/ol>\n\n\n\n

            Even a Green Butler or Diplomat outperforms a high-rarity Farmer or Lumberjack for long-term account speed. Type beats raw rarity early on.<\/p>\n\n\n\n

            After Recruitment<\/h3>\n\n\n\n

            Assign via the Dispatch button on the building or the Talent Hub. You can place up to four refugees per building; the game auto-selects the strongest. Duplicates of Orange\/Purple convert into fragments used for promotions. Promote evenly across the four slots in a key building rather than dumping everything into one refugee.<\/p>\n\n\n\n
